We may never know who "invented" the technique. It’s a shame that folks can’t see any farther than Eddie Van Halen. It’s promising that some have actually looked into this, going back as far as the middle centuries to classical music on instruments other than the guitar. Eddie certainly popularized the technique almost single-handedly in rock, but Stanley Jordan took it to another level entirely in Jazz. He didn’t know the "correct" tuning for a guitar and tuned it from a piano and taught himself to play lead and rhythm at the same time via an astounding two-handed tapping technique that is his alone. He doesn’t even need percussive accompanyment, and sounds like a whole band playing. You should really check it out.
